Department Of State Telework Agreement

For agencies that do not currently have a formal telework program, this document can be used as a template to create their own program. This pilot program is intended to assist the authorities in the judicious implementation of a comprehensive and formal program and in meeting the requirements of the State and bargaining units. This model (guidelines and procedures), which is used as a model, has been discussed both with the California Department of Human Resources (CalHR) and with negotiating groups for use by public authorities when developing a telework program. All amendments to the proposal that are not ministerial must be approved by the Agency and CalHR negotiating groups. The answer depends on the specific language and requirements of the Agency`s telework policy. The Telework Improvement Act obliges each federal authority to include telework in its business continuity plans (CO-OP). To achieve the objectives of the act, many jurisdictions have adopted guidelines that expand the use of telework so that more of their employees who are willing to telework can be productive during government shutdowns in response to bad weather, special events and other emergencies. Therefore, if the Agency`s telework policy requires staff to be ready to work during the closure of the agencies and this requirement is clearly communicated by the Agency to the worker in the written telework agreement, the worker should be working. The quintessence is that employees should follow the guidelines, as outlined in their agency telework directive.
